I have a '99 tracker that had very low mileage on it when purchased (used), and it failed emission testing for over a year before I found the problem.
Facing the engine with the hood up, look at the left side (right side of car) of the engine and take notice of the wiring harness... There should also be a wiring diagram on the underside of the hood you can follow. the wiring harness in question was short from the factory and with motor rock it had been pulled on and one of the wires broke... I added about two inches of wire to each wire and it passed emissions test without a problem.
I strongly suggest using a soldering gun and heat-shrink wrap.

All you need to do is remove the electrical wire from the top of the valve, there is a clip on the connector so don't try and pull it off without lifting the clip. What did the diagnostic code tell you before you replaced the EGR valve? You should not have replaced the EGR valve unless you have already run a diagnostic code otherwise you probably just wasted money.

Also, map sensor, throttle position sensor, crankshaft position sensor... and a whole lot more, can cause a check engine light to come on. Don't guess; run a diagnostic code and figure out what the computer is detecting. Then replace ONLY what the computer indicates has failed.

It has a vacuum hose coming in on top, and a metal pipe below which leads to the exhaust manifold. To remove the valve, unplug the vacuum hose. Loosen the nut connecting the exhaust pipe to the underside. Remove the two bolts holding the valve to the manifold and the valve should come off. I am about to do the same procedure on my Taurus. I have read that the opening on the inlet manifold can become choked with carbon, so be sure to clean this before replacing the valve.
