It needs to set readiness. Which means you need to drive the car a certin amount of miles until the computer verifies the problem no longer exists. The problem will be in memory however you should be able to get it inspected no problem.

you only need to replace the EGR if the vacuum diaphragm inside is broken. you can check it with a vacuum gun. another reason to service valve is a bad sensor or carbon build up on the pintle.

The EGR it's in the back of the Manifold. It may not get clean, you need to replace it. You would have to take the manifold off and when you do so remember where were the vacum lines. If you can do it or looks like it gets to difficult for you, it is better to reconnect everything back and take it to your macanic. It's shure a kind of difficut if you have never take off the manifold.

Sure. Although the choke will at the very least, need adjusting if you can get it to work at all. You might need to adjust and/or re-jet the carb as well. But assuming that the carb is good, you can just bolt it on and it WILL run, just no telling how well it will run. I've done it before with no mods to the carb and it ran just fine. Other times, I had to fiddle with it to get it to run right. Since they are both 307's, chances are it will work just fine other than the possible choke issues.
