Why would you want to by-pass a govenor? I don't recommend trying to increase how far you can extend the accelerator if that is what you mean. The amount of fuel is calculated by the power train control module (PCM) with inputs from the Manifold absolute pressure, Mass air flow sensor, Throttle position sensor and coolant temperature sensor. the PCM controls the Fuel injector pulse width, opening it wider as more air is brought in from the accelerator being depressed.
Maybe the guy wants to go fast??? Go out and purchase a chip (gov eliminator).
Had the same problem that turned out to be the "sway bars" needing replacing. If the sway bars will move easily or if the rubber around the ends are damaged than this is probably your problem.

You need to know the wiring schematic for the radio to identify which one(s) should be 'hot', provides the 12 volt positive to the radio.
Disconnect the harness, typically easier done with the radio out of the dash.
A simple circuit tester then to determine if the power is making to the connector. These are readily available for $5 or less at any auto parts store, or even Walmart.
If the power is getting that far, the fuses obviously are good - so the problem then is highly likely to be inside the radio.

The shaft that is used to rotate the camshaft position sensor also rotates the oil pump. The shaft is driven by a worm gear on the camshaft. The position sensor end of the shaft can fail and poor engine performance results, if the entire shaft quits rotating because of a gear failure the oil pump quits rotating (pumping) and the resulting lack of engine lubrication causes the crankshaft bearings to fail and the engine will stop (permanently) within seconds.

I also owns a 2001 Ford Taurus SE. I recently discovered that I have cabin filter in my car for AC even though I owned it for almost 7 years.
You will need to open the hood to locate it. It is located just under the dashboard AC vent on the passenger side. Removing the bolts will be required to remove the filter. It is almost the same size as the engine air filter if you ever seen one before.

A little more research into the 171 and 174 codes specific to the Taurus/Sables will avoid unnecessary 02 sensor replacements...
Also highly unlikely that both sides would have a failed O2 sensor at the same time, just common sense....... many things can cause a lean condition , even a weak fuel pump or plugged fuel filter , MAF sensor, injector seals and on, and on.

Most likely it's the starter, but check it out further.
Most likely I think it is the battery is bad or a bad connection to the battery ,positive or neg. termenals or maybe both. But if the battery is down real low even if you try to jump it the bad battery might draw to much from the one you are jumping it from and still just make the clicking sound and not start. Matter of fact I bet it's not the starter and would bet mony on it! Please just check the battery first !
