That requires you to remove the steering wheel (wheel puller required) and also digging through several layers of electrical components: first layer is the turn signal. second layer is the ignition. third layer is the high beam. After the third layer, you should see 4 torx bit screws that secure the steering column. Tighten those torx bit screws and the column will no longer move up and down. If you mean the steering wheel is loose, as in there is a lot of play in the turning, then you need to adjust the rack and pinion in the engine bay.

This is a very common problem. You have a faulty TCC solenoid. I have replaced this sensor with very simple tools (a 10 mm socket, a rachet, a gasket scraper, a T15 or T20 Torx driver, and replacement parts). Found out that there is no separate relay. The defogger switch has the timer circuit & relay built into the switch. Also, when there is a problem with the rear window not defrosting, check the electrical connector behind the rear driver side trim panel next to the rear window. You may need to remove the hanger hook screw to remove panel. The panel is held in with a plastic insert. I had to slowly pull the panel away from the car body. The (pos or hot) wire from the window grid goes to a connector behind the panel. Found the connector had overheated, and therefore had a bad connection. Had to replace connector.

I found that I also had to remove the cover below the dash (6 screws). This allowed me to work with both hands from both sides of the flasher. It is held down by a 2-pronged metal holder, and is easily popped out. You may need a small straight screwdriver to pry the flasher off it's two prongs. Pop the replacement on the two prongs, and insert the flasher back onto it's metal holder. This is difficult to do because of surrounding wires and other electrical items.Replace the under dashboard cover and ashtray drawer.

If the rubber seal is cracked or broken, put on a gasket and gasket sealer to avoid leaks. Bolt the elbow back on (this does not have to be cranked to death, just make sure it's tight). Reconnect the radiator hose. Put the radiator cap back on. Start the car and drive it, keeping an eye on the temperature to make sure everything is Ok.
