I have two suggestions for you:
1.) The easiest way is to download the visual boy advance emulator onto your computer and use the walk through walls cheat to skip through everything and use the level 100 cheat to catch level 100 Pokemon with regular pokeballs.

put each of the codes in seperately. If you want to do it the "normal" way, surf to the cave in the back of meteor falls. (Make sure you climb the waterfall first.) the cave that's next to that higher area with the ladder and the other cave on the left. Go through there and the Go down the first ladder on your right. When you go down that ladder, press the down button and then the left button, and you see where those stairs are with the ladder on it? Go up that ladder and then there's a cave right there. Go through the cave and the rest is pretty straight forward because you just have to look around that one area to find Steven. you'll also find the TM Iron Tail.
