every time you encounter a wild Pokemon, you have a 1 in 8,191 chance of it being a shiny. you could also just use a cheating device to get one much faster. I'm not sure of all the codes but i do have one for the gameshark via Pokemon emerald(not sure if it works haven't tried it yet)but here it is:
