Many normal- type Pokemon can use surf as well as part water type like water-grass type lotad.

very water Pokemon can learn surf. Rayquaza can (strangely) learn it. It's an HM so test it out on any Pokemon! Water Pokemon are probably the best choice is you want to use it in battle also because they receive STAB (a thing that raises a moves power if the Pokemon is the same type as the move).

If you're including Rayquaza, then I'm guessing it's also safe to include Zigzagoon. It can learn Surf, but I don't remember if Linoone can as well. But if the question is for the Gen 1 games, yes it's every water Pokemon.

Also, every water Pokemon knows surf but rayquaza, zigzagoon, linoone and aggron can too!

This is how to catch suicune:

1-First you have to beat the gym leader in mahogany town.

2-Then you go to goldenrod city and go to radio tower it will be taken over by team rocket.

3-Defeat team rocket and save the director there then he will give you a clear bell that allows you to get to suicune in tin tower.

4-Next go to Ecruteak city and go to tin tower and keep going forward one of the guys won't let you through until he notices your clear bell then he'll let you through to the next room.

5-There will be 3 elders in this room each will have a noctowl and a eevee evolution.

6-Defeat all three of them then continue on until you see the next building. Now SAVE because if you make Suicune faint you will never have another chance to catch it.

7-The next building will have Raikou Entei and Suicune in it. Raikou and Entei will run away but Suicune will challenge you.

8-Now you can use a master ball or a Pokemon that knows sleep powder and use ultra balls on him or about a billion great balls. I caught him with a great ball.

Just go anywhere that wild Pokemon can appear. You've got a 1/8192 chance of finding a shiny, though.

go to the fortree then go to the weather institute its raining go talk to the proff. in second floor he will said that there is someting in that route... you can catch groudon and kyogre here.. when your near in kyogre's place its raining... then go to the weather institute again.. he will said that their something in that route go there... when your near in groudon's place the sunlight is strong... that's all NOTE: GET ALL YOUR GOOD POKEBALL...but me i only use ultraball for kyogre and timerball for groudon for me only

To catch a Feebas on Sapphire, I went to the river West of Fortree city, and, as above, fished in each grid in the river three times. If Feebas didn't appear, it wasn't a "lucky square", so move on. If it appears in a grid-square, then that will generate almost only Feebas', so fish it a LOT! I caught eight before leaving.

Did you let it hold the item? I can't remember the name but it just prevents that Pokemon that holds that item from evolving.
