you have to go find the place where team aqua took the sub. To do that you have to go to route 128. Look on your hoenn map and its on route 128 beside the dark part of route 128. Then you dive and there is a little door like the door to sootopolis city. after you enter you go back up. Then after you go through and battle archie something happens. Then you fly back to sootopolis city. Then go talk to steven who is on the left part. He'll take you to the cave of Origin where you meet Wallace who is the champion in Emerald. Then when he talks to you about rayquazza say sky pillar. Then go to sky Pillar which is on route 131.

It could be anywhere between Mossdeep and Lilycove. The dark sea parts can be dived into but you need HM08, which is dive. Get it from Steven in Mossdeep (he's in the house at the top-left corner of Mossdeep). Just talk to him and he will give it to you. But you need to defeat the Mossdeep Gym to use dive. The Gym leaders use Psychic/Rock type Pokemon. You need a Dark or Water type Pokemon to have an advantage against them. P.S. Believe me, I had a Wailord in level 40 and I still had difficulty defeating the Gym leaders. Remember, the Gym leaders are twins so they use two Pokemon at the same time. SO put your strongest Pokemon at the top of your Pokemon list. Good Luck!
How do you trade Jirachi from Pokemon Channel to Pokemon Ruby?
You also need to make sure that in Pokemon Channel you have unlocked the option to trade jirachi.
In Pokemon ruby/sapphire you need to have beaten the elite four and the champion and you need to have saved last in a Pokemon centre.
Link the GBA to the gamecube using the aforementioned cable and then turn on the GBA and the gamecube. With Pokemon channel wait for the main menu (don't load the game), go into options and jirachi will be one of them. The game's instruction booklet explains this much better

claydol evolves from baltoy, which you can find everywhere in the desert. also you can surf east out of pacfidlog town and stay along the northern border. then go through the little rock passageway and you will get to sky pillar. there are claydol in there as well.
