The use of planes by the 19 Saudi men had been explored for several years ( it came up in the Clinton administration) and it was a weak point in the defense of the towers. When they were built in 1974 they were advertised as a safe place against a plane flying into them. They found out they could get the flight training without anyone paying attention and they could take several flights on one morning to make a real impact against the US.
