There are many things we need to develop on Earth before people can live on the moon. For example, we have to generate our own gravity, as the moon doesn't have any. We need to be able to make something that will contain air that will keep us from being unable to breathe. We will need to be able to grow plants on the moon, I'm not exactly sure how we would go about that though. Those are just some of the examples. There are also many sociological, political and economical things to consider before people begin living on the moon.
However, living on the moon is much more practical than say, living underwater. :)
