In the actual city of Tampa, they allowed a lot of development directly on the beaches in the 80s and 90s, so there really is not much left in the way of publicly accessible beaches. There is Picnic Island, Cypress Point, and Ben T. Davis. They are all nice for a picnic or to watch a sunset, but not really worth traveling a real distance to come see.
To see the nicer beaches in the Tampa Bay area, you will need to travel outside of Tampa. Pinellas county is a better bet. There are many nice beaches, like Tierra Verde, Indian Rocks, and St. Pete beach. They are much more suited for spending an entire day or more.
