The stated purpose for the intervention is to dismantle the al-Qaeda terrorist organization and remove the Taliban government. The ongoing war continues to the present.

Who were responsible for 9 11?

A terrorist militant group referred to as Al Qaeda hijacked four planes in order to fly them into the World Trade Center, the Pentagon, and (most likely) the White House, although this fourth plane failed to do so.

The Al Qaeda militants were angry that the U.S and NATO maintained a presence in the Middle East (primarily Saudi Arabia) after the Cold War, and believed that the U.S and Europe should remove all influence from the Middle East, allowing the natives to install their own governments (most likely through violent conquests).

The U.S ignored their threats for a decade or more, and the Clinton Administration ignored most of their minor attacks, so they planned 9/11 to, if nothing more, make a statement that they would no longer tolerate foreign influence in the Middle East.

YES. While no declaration of war was actually even drafted by Congress, Congrees did approve an AUMF. An AUMF is an authorization for use of military force against a specific target or for a specific purpose. In the case of Afghanistan, Congress approved an AUMF for the use of US military forces in Afghanistan.

As for whether the Afghanistan invasion followed the international laws of war, this is much more debatable. However, since the purpose of the invasion was to hunt down an international criminal who was being given shelter by the current government, that can easily be seen as a justification for war.

What are some American difficulties in Afghanistan?

My expertise in the War of Afghanistan is minimal, so take this with a grain of salt.

The primary difficulty facing US soldiers in Afghanistan is the cultural disconnect. US command structure has actually told soldiers to "accommodate" Afghan culture, even when such things are reasonably viewed by the US soldiers as crimes. Some examples include forced tolerance of the bacha-bazi (pedophilia with boys), growth of large poppy fields for opium cultivation, regional militias in opposition to the government, throwing acid in women's faces, etc. As a result, there is a smoldering antagonism between Americans and Afghans over Afghan cultural practice.

How long did they have a war in Afghanistan?

Afghanistan has been engulfed in wars for decades. From 1978-1991, Afghanistan had a civil war between its Communist government and the Mujaheddin Rebel groups. The Soviet Union was involved in this war for most of length, buttressing the Communist government which eventually collapsed. Following this war, the Taliban, one of the Mujaheddin groups, effectively conquered 90% of the country and brought about a repressive atmosphere. In 2001, the US government and the NATO coalition invaded Afghanistan following the Attacks of September 11th and overthrew the Taliban government. The US and NATO are currently working in order to stop Taliban incursions from Pakistan and provide stability for the current Afghan government.

The original reason that the US declared war on the Taliban Government of Afghanistan was that government's protection of al-Qaeda after the events of September 11th. After the Taliban were forced out of the government and the US had the freedom to pursue al-Qaeda suspects, the Taliban have continued fighting, with the intent of retaking power.
