Is there a general purpose laminating adhesive that can be used to adhere and seal a PVC shower liner to the dry pack mortar pre pan?
Not that I know of...the shower liner should be below the dry pack mortar bed, and stays in place when you pack it. If our are putting the dry pack in first, then the liner directly under the tile, you've done it wrong.
ANS 2 - The construction adhesive PL200 is commonly used for this, and works very well. I've used it many times on similar jobs to this one.
