It's all about responsibility. An eight year old (just an example - the kid you're thinking of probably isn't eight, but if he/she is ... SPOOKY!) isn't going to take very good care of a cell phone (or a mobile, it you're in Britain).
Ten and older is a sensible age to let your child have a phone of their own because they need their independance and this is the sort of age where they enjoy going out on their own; so it's for their own safety to have one from this age and onwards.

16i think it should be 13years old or older but i am that age and i do have one?someone should tell my parents that i should have cell phone because all my friends have one. DO IT GET ONE FOR YOUR KID

The Samsung Seek definitely it has very good texting and is a touch screen so it should make you kid happy. And a good age to get it is at 10 years old or maybe just maybe 11. But yeah it is a really good phone so get it for your kid.
It is only good to have a kid if you are of appropriate age, and able to provide for the kid.
