The only real way for a Faili Kurd to travel out of Iran is by using a False (not fake, which are forgeries but false ones which are real ones but not carried by the legal/true passport holder) passport. This means obtaining one illegally. Obviously another one is to cross the border illegally in hiding. As you said, Faili Kurd have no passport as they are no recognised as full Iranian citizen.

Note that I am not advocating the use of a false passport, but simply stating the facts.
