Depends on how you define 'stronger.' Right now, China has an enormous population (and an enormous military), about 5 times the population of Russia. Part of the benefit of this population is that they have many people capable of working in factories and agriculture, thus greatly advancing the production capacity of the nation. However, Russia does have enormous resources, being the world's biggest country, though there is still a problem with corruption in the government. The next ten or twenty years will show growth in both nations, and it's hard to tell which one will ultimately be stronger than the other.
