Now if you want to become a breeder, own a sanctuary, or sell them you might be able to since this is business matters and they wont be kept as pets. HOWEVER in order to do this you HAVE to be a registered business and have a USDA license, as well as possibly needing a permit from the state, your county and/or local government (city). This is a very extensive process and costly, and you MUST show and have proof that you have the experience, knowledge, time, space, enclosures, and money to do so. You will be denied if you don't have these requirements, and they will pretty much know you are just trying to get licenced so you can over-ride the state wide ban to get them as pets.
