You, as a civilian, really can't. It is, however, possible to enter the plate number and state on the Carfax website (for a fee - there isn't any place to get this information for free), and pull up the vehicle's history - where it's been sold from, where it's been registered previously (although it won't tell you who the registrar was), and something pertinent such as whether or not a vehicle was stolen should show up on there, as well.

Assuming the stolen car was insured, the stolen cars insurance would be responsible. If the stolen car was not insured, the driver, if located would be responsible. If not located then the owner would probably be held responsible. Hopefully the struck vehicle is insured for "uninsured motorist" coverage. Filing the report after the accident would document the theft, but not neccesarily clear the owner of responsibility.

They will try to follow you. They can get the car without you there. They are not allowed into your home. They can't physically hurt you to get the car, and they can't make you get out of a car, if the car is stolen, they will put a report in with the police and when they run the tags it will come back as stolen. If you just missed one payment, chances are if you called and talked to them, they won't come after you.
