There was sort of an informal (no complete declaration) war, one that was far crueler than most, going on in Sierra Leone between corrupt government factions and the R.U.F. Is that what you are referring to? Or was it the war in Bosnia? The genocide that was completely ignored by the American people, yet again a kind of ultra violent civil war. I think a lot of people put that off on Clinton but in reality if he were to have jumped in the middle he would have been criticized regardless. Clinton was a man who looked around OUR country and saw poverty, hunger, lack of education and terrible health care a travesty for a world super power. If only the man could have kept his pants on or at least if only he hadn't lied about it he would be remembered as the most idealistic man in government since JFK or RFK.
