During the Hayes Administration from 1877 - 1881, the major events included:

The end of Reconstruction ~ One of Hayes's first acts as President was to withdraw federal occupation from the South, as he had promised that he would do. On April 10, 1877, the soldiers left South Carolina, and on April 24, the last federal troops marched from Louisiana. Hayes hoped that the end of Reconstruction would restore the two-party system in the South. But, the Democrats won back their solid hold on the South.

Civil service reform ~ Hayes had fought Congress in the fight to reform the system, but, they refused to help him. However, the public supported the President, and it opened the way for later Presidents to make civil service reforms.

Highlights of the Hayes administration

  • End of Resconstruction. (1877) Federal troops were withdrawn from the South.
  • Bland-Allison Act (1878) passed over veto by Hayes - required the government to buy $2-4 million of silver each money for coinage
  • Resumption of Specie Act-(1879) government was required to buy with gold on demand all paper currency issured after Jan. 1, 1879.
  • Civil Service reform (1877)- executive order barred federal employees from taking part in political activities. Competitive exams were used to screen job candidates.
  • Chinese immigration restrictions (1880)- new reaty with China placed more conditions on Chinese Immigration but did not outright ban it.
  • Panama Canal edict (1880) The US can not allow any foreign power to control a canal built from the Atlantic to the Pacific. Issued as France attempted to plan contruction of a Panama Canal.
