I do not think that anyone thinks the spoils system is a good idea, surely not Jackson.
However he did think that 4 years was about the right time for a civil servant to keep his
job and public servants should be rotated, lest they become corrupt. Jackson became
president at a time when the previous party had been in power for a long time and so he
thought was time to "clean house'. He removed a lot of the old Republicans who thought
they were fixtures and their protests led to the charge that Jackson was in favor of the
spoils system.
(Nowadays, not so many governments jobs are filled by appointment- we have a civil
service systems that fill many lower jobs by merit on examinations,independent of the
president.)
