There can't be a 1964-S Roosevelt dime because all coinage at the San Francisco Mint was suspended from 1956 to 1964 inclusive, and they didn't resume use of the S mint mark until 1968.
You may be looking at the initials "JS" on the front of the coin - those are the monogram of John Sinnock, who designed the dime. Remember that up till 1964 Roosevelt dimes had their mint marks on the back side of the coin, at the bottom of the torch, and further that Philadelphia coins didn't have mint marks back then.
