President Abraham Lincoln issued two executive orders, which make up The Emancipation Proclamation.

The first one order was issued on September 22, 1862, and declared the freedom of all slaves in such territory of the Confederate States of America as did not return to Union control by January 1, 1863.

The second order was issued on January 1, 1863, and enumerated the specific territories where it applied.
The Emancipation Proclamation was signed January 1, 1863. Lincoln issued the Executive Order under his authority as "Commander In Chief of the Army and Navy" under Article II, Section 2 of the Constitution of the United States.

The Emancipation Proclamation was an announcement issued by President Abraham Lincoln on September 22, 1862. That on January 1, 1863, all persons held as slaves within any state or part of a State the people would be in rebellion against the United States. And there forward and forever free; and the executive government of the Unite States and military and naval authority, would recognize and maintain the freedom of such persons and no act or acts to repress these persons, or any of them, in any efforts they may make for their actual freedom .
