Slave-owning Missouri had narrowly voted against joining the Confederacy, but there was still much secessionist feeling there, and the State Governor was a Southern sympathiser.

The Union area commander, Brigadier Harney, had worked out a temporary truce with the Governor - technically illegal, or even treasonable, though sensible enough under the circumstances.

Harney was recalled to Washington to explain his actions, and he was replaced by an impatient young Captain (Lyon) who broke the truce and fired on a crowd of unarmed protestors. Although Lyon was killed in the ensuing combat, the damage was done, and the state remained in a state of partisan warfare throughout hostilities.
