No they are not clones they are humans &/or aliens even though troopers in SW:TOR look like they have the same kind of armor as clone troopers do in episodes 2 & 3. From what I've read tech doesn't change all that much between the Old Republic and the films. If you notice in SW:TOR troopers & bounty hunters use the same kind of blasters & blaster rifles as the movies do and the Jedi & Sith use the same style/kind of light sabers as they do in the movies.
