When you get the screwdriver there are some mobsters and/or theifs behind the office building downtown. I've also beat the three mobsters and got ANOTHER screwdriver, and I'm stuck there also, so if you haven't given a screwdriver to the mobsters/theifs then thats where you go. Hope this helped.
