That is the NCR ranger veteran armour. The only way to get it is by killing someone with it on. But don't worry I know a way to get it easy and without the NCR hating you.
Go to Ranger Station Alpha and use a sniper rifle that has a silencer. There should be a ranger veteran standing in plain sight, go up into the hills and shoot him/her in the head. Take the armour and you'll be fine.
No no more DLC is being developed for Fallout New Vegas. There are; however, multiple Area 51 mods you could take a look at.
Mutants aren't as common in new Vegas as they were in Fallout 3. The two largest locations i know of are Black Mountain and Jacobs Town. Jacobs Town is in the northwest of the map, look for the large crater on your pip-boy. Black Mountain is NorthEast of goodsprings, again look on your pip-boy this time for a raised portion
