No, you can't. And even with a Pandora Battery, you cannot downgrade the 3000 or the late 2000 model.
definitely no the best u can downgrade without a Pandora battery is 3.03.... what you can do is use the Pandora battery to downgrade and the results will be great I've done it on my psp and when i downgraded my psp i got to download as many games that can fit into my psp(full games of course) so downgrade your psp using a Pandora battery:)

No, you must use a Pandora's Battery. Only PSP firmware 3.50 or below can have custom firmware flashed over it without using a Pandora's Battery and Magic Memory Stick. With 3.50 and below you can use a Lumines UMD. With 3.03 and below you can use an unpatched GTA: Liberty City UMD. Nope, but I would look into getting a Pandora's Battery anyway - it's dang useful, and if you own a bunch of old SNES games, you can play them on the go. As for your original question, however, I'm afraid it's not possible.
