The first work benches are on the first island- the first beach and the shipwreck lagoon at first they look like two stones just in line together but if you go near them it should let you make a workbench... if you want to make a better one then you go onto plans in the menu then click on special plans in the bottom right hand side before the line splits plans with shelters.
