You do normally have to enchant a weapon before you can give it a name, but this limitation of course did not apply to the game makers who inserted those two named weapons into the game. So to get your own, named, non-enchanted weapon you'd need to make a plugin using the Elder Scrolls construction kit, creating the weapon and adding it to an existing location.

Yes, as a matter of fact there are cheats. Several. I only ever use three, they are actually more, 'glitches' then cheats because you don't use a code for them. Go to gamespot.com and look under oblivion, cheats. The three I use are for cloning(scrolls version), permanent enchantment, and a spin off of the cloning cheat where you never have to recharge your enchanted weapon... There are pre set weapons that you can inchant but you can't make a weapon from scratch

No you cannot. It is just an object.
Poisons can be used simply just my using them like you would a normal potion, only it will give you the option to add it to your weapon ( bow or melee ) it will work for only one use though.
