OH, YES. Yes, you need SPORE in able to get creepy and cute parts. You can't just own SPORE Creature Creator. You need Spore.
Your question is a little confusing, but I think I can give you some advice. When you install Spore Creepy and Cute Parts Pack it will take up space in your hard drive, just like Spore does when you install it, and the same for anything else in your computer. But it wont affect your ram, and it wont take your ram off your computer permanently. When you play Spore, more of your computer's ram will be used up temporairaly, but not permenatly.

I recently got the Spore Creepy and Cute Parts Pack, and I am very glad that I did get it. The parts look pretty cool, and also have very good stats, although they are very refined stats, so aren't good "all rounder" parts.
