move the file of the game you are wanting to mod onto the usb from the usb via the settings then plug into your computer and install horizon in the lower left click the devices tab find the game then the file open it and it pops up a window for modding this usually only allows health money ammo and armor changes but anyways click save then unplug from your computer and put it back into your xbox move this updated file to your xbox play the game and load the file and there you go

You really can't. The best way to mod GTA 4 for the Xbox 360 without all the trouble of downloading windows and spending hours to search for downloads for modifications to cars, weapons, etc is to use a PC.
