Jump up and push it closer to the lock before it explodes (you cannot be injured here). When the cage is blasted open, the lady spy will give you the Ultra Vision Goggles and a password clue.
Once you have the goggles, all you need is the Fingerprint glass from the BAD Bistro, and you can enter the BAD hideout to the right of Toupee Terrace.
