Well it's relative, if the parents of an underage child want to know the answer they should play the game themselves to see it their child is mature enough to handle the language and situations in the game.
The filter does NOT remove blood. It only removes the gore. There is also strong language (F-word) that is NOT removed by the filter. When you set up the game, it asks you "Do you want graphic content enabled?" Chose "No" if you do not want to see gore. I was hoping that the filter turns off blood and language as well, but unfortunately it does not.It does to some extent... as far as I understand it takes out some blood, a few scenes, and the F-bomb.
