The best answer for this is to go online and join a game with a host who is on the same playthrough as yourself and has not completed that exact mission.
If you are unable to do that, you may have to get a second controller and get there yourself with a new character and play co-op with that main character as a guest.
Most glitches like this are unable to be repaired unless you find someone who is able to join you.
I believe you might have encountered a glitch... personally i would either try to re load to a previous svae or restart that file but if but of those dont sound good then you might as well avoid the armory because there might not be any way through.
I dont remember but I got it buy going to the mission screen and looking at the dscription for the armory assault mission the code sould be there.
For the same reason every despot through history has disarmed their adversary... The easiest way to enslave people is to remove their means to resist. Once the armory, or the stockpile of weapons and munitions was destroyed the British would have an easier time suppressing a revolution. Only with a means of self defense were the colonists able to through off the chains of tyranny.

It doesn't matter. The secret armory of General Knoxx Adjusts to the players level. If you want to do the secret armory at any level below 30 then you're basicly comiting suicide, but if you are above that it will adjust to you're level and make it a possible feat

Tallassee had one of three civil war armories. General Wilson made it a mission to destroy all three. He had an old map of the Tallassee area and crossed the river a couple of miles above where the armory actually was. While crossing the river his arm was caught by Confederate Homeguard and Franklin Academy cadets. Wilson moved on to Columbus, Ga without destroying the Tallassee Armory. It is reportedly the only standing civil war armory left in the country.
