In comparison to characters such as Sonic, Shadow and Blaze, Silver is very slow (as far as Sonic '06). Oddily enough, he is able to keep up with Sonic just fine in both Sonic Rivals games. This change in speed, however, is likely due to the nature of the Rivals gameplay (he is able to Spin Dash and Homing Attack in Rivals, which he couldn't do in Sonic '06). Since we've seen very little of Silver and his abilities, it is difficult to say for sure what he can and can't do canonically.
