You need a Relicanth and a Wailord to open the paths to the Regis caves. Once you have those two pokemon, go to Route 134 and dive until you eventually find rome strange symbols on a wall. Surface and you will be in a sealed chamber, when you enter go to the far end and use 'Dig' ability to enter a new room. place your Wailord in the first slot of your party and Relicanth in the sixth slot. Check out the next set of symbols on the wall and you will gain access to the regi caves.
