At the start of the level to the left of the baby penguin jump down and you should see a big snowball. Talk to it and it will follow you so slide down the slide until you end up near the snowman head. Stand beside him and wait for the snowball to come down after you. It should hit off you and roll on to the head to make a full snowman. He gives you a power star.
