That really depends on what perk you are using

if your using stopping power and you like assault rifles then i would say the TAR-21 it has a higher rate of fire then the SCAR and does the same damage

but if you like SMG's then the UMP.45 with FMJ or a Silencer whatever floats ur boat. But with the ump it kills in like 2-3 GOOD body shots with and without stopping power.
