Try different areas. Emolga only appears from route 5 onwards, so try the shaking patches in routes 1 to 4 only. In other areas, it is actually a range of Pokemon that can appear. Audino is usually the majority, but (for example) route 10 can give you Vespiquen and Sunflora too.
