At that point you have already beaten the elite four and the game is truly an RPG. You can train pokemon for the battle frontier, do contests, fill your dex more, or just leave the game under your bed to rot as you play a newer game. There is no main storyline anymore

No you can't get the other starter Pokemon or zangoose. also you only get certain Pokemon from the johoto region in the safari not all sapphire lets u have seviper and lunatone and ruby lets u have seedot zangoose and solrock and yes they are different ruby has groudon in it and sapphire has kyogre in it so it's a lot different
