Almost all blacksmiths sell them. Also you can smelt them yourself if you have some iron ore and corundum ore. Sometimes when you go into random people's houses to get them. There should be safes or strong boxes in various rooms. If you can lockpick them, chances are that there will be goodies in there...maybe even a steel ignot. Other times you can go into tombs or any underground burial place and kill some draugrs. They MIGHT have ingots with them, but most times they dont. The only place I know with a draugr carrying an ingot is in the quest The Golden Claw.

They are extremely anti-Daedra, so if you want to be a die-hard-vigilant, then don't do any quests that involve siding with Daedra

Hi, you need one item (e.g. steel longsword) and then 2 OR MORE scrolls. Highlight the scrolls and double click. Then shift over to the item you want to duplicate and drop it. and there you have it. NOTES: The number of items has to be less than the number of scrolls. If you try to duplicate an item that is equipped, it wont work The item must be fully charged if enchanted. The item must be fully repaired. Some items cannot be Duplicated. You can duplicate scrolls Duplicating too many lockpicks can freeze your game!!!!!

i would say it would be light armor not very good but OK and at least a long bow and steel sword the armor should probebly be at least stormcloak armor
I dont think you can. refine what you want with the help command. instead on "Steel armor" try "steal armor of resist".

At the end of the Thieves Guild questline, in the last quest called "The Ultimate Heist", you are commissioned by the Gray Fox to steal an Elder Scroll. This would stay temporarily in your inventory (it can be read) until you give it to the Gray Fox.
