Note : since a "day" passes only when you travel from one island to another island, you can reduce the passage of time (and the loan interest) by sailing empty, then returning to the same island with salvage. No time will pass. You can do this above Dragon Cove and between the islands of Parrot Port and Golden Harbor. These have the most available salvage.
It is the doorway near the 3rd street light, and has a red drape. The three jewels indicate which of the five street lights should be turned on to reveal the treasure map piece. They are the 1st, 2nd, and 4th lights from the left. You can turn them on from right to left (4th, 2nd, 1st) and they will stay on. The map piece appears in the doorway.

"Cash" on Skullduggery Island is your doubloon count. You earn doubloons by salvage or by trading, and you can borrow some from the Golden Harbor bank. When you buy cargo, you spend your cash, and when you sell it, you make a profit. If your ship is sunk, you lose aprt of your doubloons and part of your cargo. You need doubloons to buy larger ships and hire skilled crewmen. (see related question)
There is nothing to do there until you defeat Captain Crawfish. Get larger ships as soon as you can to raise 500,000 doubloons toward the 1,000,000 you need to get the Phoenix Warbird. (You can borrow another 500,000 at the Golden Harbor Bank, but don't get sunk with them aboard!) After you defeat Captain Crawfish, go back to Fort Ridley and the governor will give you a shovel and a map to the treasure on Skullduggery. You can go there and dig it up.
There are five metal street lights or lamps along Golden Harbor, from the dock (1st) to the right side of the bank (5th). To recover the map piece, you have to turn on the 1st, 2nd and 4th lights. They should be turned on in the order 4-2-1 or 2-4-1. The map piece appears in the draped doorway.
