I would suspect the float valve assembly is defective. Replace this assembly with a modern assembly. Can be purchased at any hardware store.
It also could be your flush gate not closing all the way either a plastic cone or a rubber flapper, sometimes the level gets stuck up or the chain gets caught and if its a bad flapper you can purchase it at any hardware store too.

It probably has a sensor on it like mine, to "save water" thanks to Algore. The only way around it is to wait till it stops running water, lift the lid (it thinks you added more clothes) close the lid then more water will come in. You must do it several times for more water. I hate mine for this reason, who has time for it!
