It depends on the ground freeze. If the ground is already frozen excavation would be difficult to near impossible. Concrete however can have curing agents added to it to allow for the temp and be covered with concrete blankets until fully cured. I live in Colorado and started our pool in late october. No problem until it was time to backfill and the piles of dirt froze. You don't want frozen backfill that can't be properly compacted or you'll get settling around the pool later. If this a good contractor and pool is a vinyl lined style, it should take no more than 2 weeks to complete. If your weather window is that big go for it.

Salt or no, draining a pool is almost never recommended. The only pools that are drained typically are the easy up or blow up variety. NEVER DRAIN ANY OTHER ABOVE GROUND POOL. NEVER DRAIN A FIBERGLASS POOL. NEVER DRAIN A VINYL LINER POOL.

you are better of running it then running the risk of the water in the system freezing as this can seriously damage you filtration equipment.

The salt that isnormally used in salt water pools is Sodium Chloride. and this is the same as table salt. However rather then going to the grocery shop for it you will find that pool shops and some hardware and department stores Cary bags of the stuff. If you go to a pool shop take a sample of water and the size of the pool with you along with the type of saltwater chlorinator you have and they will be able to let you know how much you need.
