Federal law requires that when transferring ownership of a modern firearm (Made after 1898, and NOT a muzzle loading firearm) the transfer MUST pass through the holder of a Federal Firearms License (in other words, a licensed gun dealer). To meet the letter of the law, the firearm would be shipped by the owner (UPS, FedEx, or US Mail for long guns, UPS/ Fedex for handguns) and would go TO the dealer in the recipient's home state. The recipient would complete the same process with that dealer as if he were buying the gun from the dealer, have a background check, pay the dealer for his time, and receive the gun.
