Firearms International was an importer, now out of business I believe. It is unlikely that they would have actually marked the gun with their name before these markings were required in 1968. There are probably other markings that may identify the actual manufacturer. Double Action refers to a revolver mechanism and I have no idea what you mean by a doubleaction trigger on a rifle.

Washington state does not have a requirement to register firearms. In short, you don't register guns there. Would suggest you visit a local gun shop for information on Washington State and firearms.

Marketed by Firearms International of Washington as the Garcia Broco 22/410 from 1976-1978, the Blue Book lists a FAIR condition as about $115.
IIRC, Firearms International was the importer, not maker. ONE such rifle that I can recall was the Bronco.
