The second jumper traps the air. Air is a good insulator. Therefore you feel wamer as the heat can't conduct away as easily
The reason layers work to keep you warm is they form air pockets in between each layer which is insulated by your body heat. Please note that your first layer ( the on closest to you skin) should be cotton so that if you sweat the layer can take the moisture away from the body. Thus providing more insulation. The top outer layer should be weather proof think wind breaker and water proof. The second layer in should be wool from the top, is it is a good insulation and the fibers should be close together. The more pocket of air you have the more insulation you have, thus the warmer you are. Hope this helps.
i think it is because one layer of clothing is a good thermal insulator ( something that protects something from the cold ) so many of them will make you even warmer

The extra layering allows air to get between each layer of clothing, and between your skin and the final layer. Your body heat warms up this air as you move, and since this warm air is trapped close to your body, you warm up. Layering also allows you to strip off layers as you warm up so they don't get sweaty (sweat is cold when it starts to dry out) and now that they are off, when you settle down and start to cool off, you can put on the clean layers you removed earlier to warm up again.
