Germany- it had by far the greatest loss of life in the conflict, was completely bankrupt whilst owing hundreds of millions of pounds in war reparations (equivalent to tens of billions by today's standards), suffered a Communist insurrection internally, and lost all of it's overseas territories to the Allied nations, as well as having it's military power curtailed to a minimum and some of it's own territory occupied for years afterwards by British and French forces.

Germany suffered the most economically, physically, and emotionally after World War I. The Treaty of Versailles imposed heavy reparations on Germany, causing a severe economic downturn. The country also faced significant physical destruction due to the war and had to deal with political instability and social unrest, contributing to emotional turmoil among its population.
