To flirt with a 13 year old you don't want to be to either strong or too subtle. I would know I'm, well, 12 but close enough. Make sure you are friendly and talk to her. Listen and laugh at her jokes. Never ignore her and tease her lightly. Make her feel comfortable. Make her blush but don't make fun of her outfit or hair, ever! Remember her birthday and her favorites and dislikes.
